Boost:ed Kickstart Terms and Conditions

These terms and conditions explain what Employers can expect if they choose to apply for Kickstart Scheme funding using CRATE Places UK Ltd and/or its Delivery Partners as a Kickstart Gateway. General guidance about the Kickstart Scheme for Employers with less than 30 job placements can be found on the GOV.UK website: https://www.gov.uk/guidance/apply-for-a-kickstart-scheme-grant-29-or-less-job-placements   

Terminology

In these terms and conditions, the following definitions apply:

The Delivery Partner means organisations working with the Kickstart Gateway to provide the services.

The Employer means the organisation offering the job placement.

The Kickstart Gateway means CRATE Places UK Ltd.

The Participant means the young person who is employed through the job placement.

Employer eligibility

  • Employers wishing to create job placements via the Kickstart scheme can be incorporated companies, charities, sole traders and partnerships and community organisations.
  • Employers who cannot provide 30 job placements for themselves must apply for the scheme via a Kickstart Gateway such as CRATE Places UK Ltd. A list of all organisations that have expressed an interest in providing Kickstart Gateway services is available on the GOV.UK website (https://www.gov.uk/guidance/find-someone-to-apply-for-a-kickstart-scheme-grant-on-your-behalf).

Employer registration

  • In order to apply for Kickstart Scheme funding for job placements using CRATE Places UK Ltd as the Kickstart Gateway, the Employer must complete the Employer Registration form at https://boost-ed.crateuk.com/kickstart-interested-Employer.
  • The Kickstart Gateway will inform the Employer if the registration has been successful.

Job placement criteria

  • In order to apply for funding for specific placements, the Employer must complete the Placement Submission form at https://boost-ed.crateuk.com/kickstart-placement-descriptions.
  • The Employer must satisfy the following criteria for job placements created through the Kickstart Scheme:
    1. Placements must be new jobs. They must not
      1. replace existing or planned vacancies, or
      2. cause existing employees, apprentices or contractors to lose work or reduce their working hours.
    2. Placements must be for a minimum of 25 hours per week for 6 months.
    3. Placements must pay at least the National Minimum Wage for the employee’s age group.
    4. Placements must only require basic training.
  • As part of the Placement Submission process, the Employer must also answer other questions about existing workers and vacancies to enable the Kickstart Gateway to validate the placement.
  • The Kickstart Gateway will make all reasonable efforts to ensure that the above criteria have been satisfied by the Employer.

Participant eligibility

  • Participant eligibility for the Kickstart Scheme will be validated by the Department of Work and Pensions (DWP).
    1. Participants must be aged 16-24.
    2. Participants must be claiming Universal Credit.

Filling job placements

  • Once the Employer Registration has been accepted by the Kickstart Gateway, the Employer must complete a Placement Submission form at boost-ed.crateuk.com/kickstart-placement-descriptions for each separate placement.
  • If the Kickstart Gateway is satisfied that the placement meets the criteria of the Kickstart scheme
    1. the Kickstart Gateway will inform the Employer, and
    2. the Kickstart Gateway will send the job description to the Department of Work and Pensions (DWP).
  • If the Department of Work and Pensions (DWP) is satisfied that the placement meets the criteria of the Kickstart Scheme
    1. work coaches at Jobcentre Plus will match suitable candidates to the job placement
    2. the Jobcentre Plus will notify the Kickstart Gateway of candidates for the job placement
    3. the Kickstart Gateway will arrange interviews with the Employer
    4. the Employer will be able to offer the placement to the most suitable candidate
    5. the candidate who receives the offer will be able to decide if the placement is suitable for them.
  • Placement job positions will be posted on Job Centre Plus established channels. Employers are allowed to advertise placements through their normal marketing channels. All applications must be processed via Job Centre Plus.

Multiple placements

  • Employers may apply for more than one placement through the Kickstart Scheme using the same Kickstart Gateway or different Kickstart Gateways or without using a Kickstart Gateway if the Employer has more than 30 job placements.
  • Employers can apply for placements through the Kickstart Scheme for a new Participant for the same job, once the initial job placement finishes.
  • The job placement must begin before 31st December 2021.

Employment costs

  • The Department of Work and Pensions (DWP) will pay funding for the following employment costs to the Kickstart Gateway:
    1. 100% of the National Minimum Wage for 25 hours per week for a total of 6 months.
    2. Associated Employer National Insurance contributions.
    3. Employer minimum automatic enrolment contributions.
  • The Kickstart Gateway and/or its Delivery Partners will pay the employment costs to the Employer in full.
  • The employment costs will be paid to the Employer on a monthly basis within 7 days or receipt from the Department of Work and Pensions (DWP)
  • The Employer may pay a higher wage and for more hours but this is not covered by funding from the Department of Work and Pensions (DWP) or the Kickstart Gateway.

Setup and training costs

  • The Department of Work and Pensions (DWP) will pay £1,500 per placement to the Kickstart Gateway on behalf of the Employer for setup costs, support and training for Participants (“setup and training costs”). The Kickstart Gateway will pass on the funding to the Employer minus:
    1. £800 which is retained by the Kickstart Gateway for Placement Support Services (see below);
    2. £400 which is retained by the Kickstart Gateway for Employment Services (see below) if the Employer chooses this option.
  • The Kickstart Gateway and/or its Delivery Partners will pay the setup costs minus the cost of Placement Support Services and Employment Services where applicable to the Employer within 14 days of receipt from the Department of Work and Pensions (DWP).
  • The Department of Work and Pensions (DWP) will pay £300 per placement to the Kickstart Gateway for administration costs.

Placement Support Services

  • The Employer must ensure that the Participant receives support and training to help the Participant to become more employable.
    1. The Employer must tell the Kickstart Gateway how it will provide support to Participants
    2. The Kickstart Gateway must make reasonable efforts to ensure the Employer provides appropriate support and training to the Participant.
  • The Kickstart Gateway and/or its Delivery Partners will deliver a six-month Enterprise and Employability training and support programme alongside the work placement to meet Department for Work and Pensions requirements.
  • The Employer must release the Participant during normal paid working hours for training and support via the Enterprise and Employability Programme for four hours (plus reasonable travel time) every two weeks during the placement. The times and locations for the training sessions are set by the Kickstart Gateway.

Employment Services

  • The Kickstart Gateway and/or its Delivery Partners will provide Employment Services if the Employer requests these services, as follows:
    1. Templated employment contracts and training
    2. Payroll services (monthly salary payments, Employer national insurance payments and Employer minimum automatic enrolment contributions).
    3. Where an Employer does not have established payroll process the Employment Services must be provided by the Kickstart Gateway.

Data protection

  • All information relating to individuals, organisations companies and charities used by the Kickstart Gateway and/or its Delivery Partners in the course of its activities will be collected, processed, and held in accordance with the provisions of EU Regulation 2016/679 General Data Protection Regulation (“GDPR”).
